The Colonade APTS No heat, No Hot water

Please, Help me. I just moved here from Virginia. Actually, I liked the Colonade apt but now i really want to move to the other apts. No heat and No hot water 24 hours, almost 3 weeks now. The management said "It happens" How to report this problem. Any suggestions? Do we live in 21st century right?
