Reports of Voter Fraud, Voter ID Challenges, Irregularities Reported in Eastern PA

Election Day brought problems at polls in several areas of eastern Pennsylvania

EASTERN PA — Several reports of voting irregularities in Eastern Pennsylvania emerged on Tuesday, the day of the presidential election.

In Easton, signs appeared offering a $1,000 reward for information leading to voter fraud convictions. A constable for Easton’s 10th ward removed one such sign staked into the ground after consulting with an elections attorney on site. The Pennsylvania Commercial Action Network, the same group that posted “Replace ObamaCare” billboards around the state, made the signs.

ID Requests
Many Easton voters also reported poll workers asking for their IDs, even though IDs are not required for this election cycle under the law.

Matthew Keeler, press secretary for the PA Department of State, said that's part of the plan. "Voters are not required to show an ID or to have one, but they are going to be asked if they have one by poll workers."

"We view this as a soft rollout for when Pennsylvania's voter ID law is in full effect next year," Keeler said.

Voters in Newtown encountered two large signs that said “Please Have Your Photo ID Ready." A member of the local Democratic Party said she encountered the signs at 7 a.m. at the entrance to the polling line and that some people were leaving because they did not have an ID. No one at the polling place, including the election judge, claimed responsibility for posting the signs.

Voters Turned Away

Some voters in South Bethlehem were forced to cast provisional ballots, in part, because a judge of elections didn’t follow proper procedures, according to some poll observers.

The judge allegedly passed out provisional ballots rather than place a call to the Northampton County Election Bureau to verify the voter’s registration status, according to Bethlehem City Councilman Michael Recchiuti, an attorney who was working as a poll observer for the Democratic Party.

Some voters walked away, Recchiuti said.

The judge in Bethlehem’s Fifth Ward, Dick Jones, said he didn’t do anything wrong.

“We could call 10 times and all we’d get was a busy signal,” said Jones, pointing to a cell phone on the table where he worked in the auditorium of the St. John’s Windish Lutheran Church. “We’re swamped.”

The presence of two polling stations in one building may have created some of the confusion, according to Joe Welsh of the American Civil Liberties Union of the Lehigh Valley.

Another problem: None of the workers at the Fifth Ward polling station spoke Spanish for a district that has many Spanish-speaking voters.

Challenges for Voters and Poll Watchers
In Philadelphia, Republican officials alleged that Democrats prevented 75 Republican poll watchers from accessing polling places in overwhelmingly Democratic districts. Democrats denied this, but said the poll watchers main goal wasn’t to monitor potential voter fraud, but to suppress the vote and lower turnout. A judge ordered that the poll watchers be reinstated.

In Phoenixville, a Republican poll watcher challenged the eligibility of a voter who had an “inactive” voter registration status because he hadn’t voted in five years. The man left, later returned to the polling place with his ID and was able to cast his ballot.

Viral Touchscreen Video
There also have been technical issues with voting in Pennsylvania. One voter posted this video on Youtube of a touchscreen machine apparently incorrectly registering his vote for President Barack Obama as a vote for Mitt Romney.

Hurricane Sandy is also causing problems at the polls. In Philadelphia County, commissioners struggled to process 28,000 new registrations that came in after the hurricane caused election offices to shut down for two days.

In Montgomery County, Democratic County Commissioners Josh Shapiro, Leslie Richards, and their Republican colleague Bruce Castor said Tuesday afternoon that Election Day in the county is proceeding smoothly.

Voters Asked About Their Party Affiliation

Voters in Nazareth, Northampton County told Patch they were put off by a woman - possibly an RNC poll watcher - who asked them questions inside a polling place at Gracedale Nursing Home.

Voter Mark Cloeren said, "There was an RNC rep in the voting room asking each voter 'Republican or Democrat?' After a bit of a discussion she said she was asking whether you were registered one way or the other. But it came across more like she wanted to know how you were voting."

Another resident said the woman continued to talk with voters if they told her they were Republican. A third voter told Patch he found the situation odd and uncomfortable.

The woman was not at the polls when a Patch editor went there. The judge of elections at the poll told Patch she didn't hear any politicking in the room and didn't know who appointed the woman.

Any party or political organization is entitled to have watchers at any primary or election.

There is a sign at Trappe Borough Hall asking people to have their ID ready. It is very misleading and I heard people that were confused by it, not realizing that they could vote without ID.

Post your own big sign that say PA law does not require anyone, but first time voters to show an ID. - Take the misleading sign down. - Call the authorities. - That sign is one that is passive aggressively suppressing the vote!

I am a recent widow and couldn't remember if i had changed my name or not. I asked for my maiden name first and it was wrong..I realized it must still be in my married name, it was so I showed 2 forms of identification my driver's license and military ID. The worker told me I had to vote provisionally because of the confusion. I am a disabled veteran and got frustrated over this situation so i didn't vote at all. I think this is a bunch of crap 2 forms of identification and they still gave me grief because my brain had a lapse for a moment. It is hard for me to get around, i waited in line for nothing. I am from Ohio

Slight correction to Einlander...Sweden is not a Socialist country. It is a Social Democracy. And you're right it does work. We lived there for 5 years and loved the whole experience. Health care was wonderful and inexpensive. We had the choice of the state system and/or the private system and I never waited in a line except when my children were sick and I took them to the House doctor in the morning. The first hour (or more) was dedicated to taking care of nonemergencies so that people didn't have to go to the ER.

Sweden's workers pay the highest taxes in the world!!! That model wouldn't work here, since only 1/2 U.S. population pay ANY federal tax. Yes, the 47% who avoid federal tax demand much, but you can only squeeze the working class just so much to pay for it all.

Well as far as I understand, they can ask for ID but not demand it. I went to steward middle school to vote with my daughter. She is the main reason I went, she was excited as this is her first time voting. There was a gentle man outside that asked me if I can give him my voting number after I cast my vote. When I asked the workers inside what number the man requested. They said I did not have to give anyone the number and there is no reason why he would need it. Well I left and passed him straight without a word.

Barkley Elementary was asking voters for ID when they registered. I asked what happened if I didn't have mine. They said you would get a white slip of paper that gave information on how ID would be needed for the next election. I don't know why they would be doing this. After all the non-sense about voter ID, why ask for it unless it was mandated? Why not have a sign that explained the situation (ID is NOT necessary) on the table? Ridiculous.

How is a long line moving quickly "good news for Romney"? High turn out favors Democrats as there are nearly 100K more registered Democrats than Republicans in PA.

As for the ID issue, IT IS NOT NEEDED TO VOTE IN THIS ELECTION! Period! No poll workers should be asking anyone but new voters for ID.

STFU, IT IS THE LAW RIGHT NOW that we DON'T have to show ID. The state board of elections said the approved signage said you can be asked for it, and it MUST ALSO SAY it is NOT mandatory.

People in Western PA have been denied the right to vote because they did not have an ID, they were turned away.
We just want the law to be adhered to, nothing more, so quit your whining about people wanting laws followed and if need be enforced.

unless you can't afford it - think about how much it costs to obtain your driver's license, or a passport? what if your parents never gave you your birth certificate, or you're an 88 year old who never learned to drive and now live in a nursing home? If PA wants a voter ID law, that's fine, but I think the state has to arrange to hand them out for free first!

Voter ID misinformation/fraud in Crawford County. A sign that says "Photo ID Required" was posted on the outside of the door at my polling location in Fairfield Township, Crawford County, PA. My photo here: http://bit.ly/RGNIHZ This is misrepresenting the law, and could dissuade people from entering and voting. Voter ID is NOT required! Polling staff are required to ask, but you are NOT required to have it for this election! The staff in the poll location knew the correct rules, and they were only asking for ID, not requiring, ID. When I told them they should take down their sign they told me that it was the County who made the signs and they were required to post them.

For the record, almost nobody has been opposed to requiring Voter ID eventually, but in how the requirement was rolled out for partisan purposes. I hope rather than wait until 2016, we start rolling out IDs so everybody can have one in time for 2014.

Uh... what? I don't know what you are referring to, exactly. We argued about its implementation for months, not the benefits of identification. Very few, on here at least, have broadly rejected the potential uses of verifying individuals with IDs, but mostly rejected how PA was rolling it out, with free IDs actually available only a few weeks ago.

I was asked to show my ID and when I didn't they said OK and try to hand me a brochure about "next year" and how to obtain an ID. My problem is that my ID does not make me a citizen. My birth does. It is my right to vote. It is 2012, it should not be that hard to cross reference names and potential votes in different districts. It's not about how hard it is to show it, it's the fact that you shouldn't be made to show it in the first place. They have my name, address, signature on file, on tax returns, and on any other document they want to look at. I pay an extraordinary amount in property tax, let someone at my county check for duplicate names and earn their salary, benefits and pension package.

I have a question to everyone then. Why should I show my ID? What does it prove? Does it prove I'm a citizen? Does it truly prove I live where my ID says I do? Do these people checking the ID are trained to detect fraudulent ID's? No, they are making sure addresses match. It's not that hard to duplicate if you really wanted to vote multiple times. And besides it's not the law if it's not your first time voting in that district.

Ok, you want facts....
Ever try to get an ID when you do not already have one? As people have pointed out, you need an ID for SS, and bank accounts, and credit cards, and driving, etc. Meaning if you do not have an ID already, then you do not have any of those things that require an ID, which in turn are often required to get one in the first place. Obtaining an ID when you are starting from scratch is time consuming and sometimes legally pretty expensive.

Within your own framing you point out how important having an ID is for modern life. If all those things have not already been enough for someone to get an ID, if they already are having to forgo all that stuff, that is a pretty good indicator that obtaining one is not easy, otherwise they would have done it years ago.

It is incumbent upon those writing this legislation to have evidence of its need, and that it wouldn't disenfranchise any voters. They failed to do so. That is the issue, not how easy it is to provide ID.

Jared, you maturity is showing. When you can't think of a good argument, resort to calling names like elementary kids. Buying beer is a legal requirement to prove you're over 21. You don't have to show someone your ID to write a check, you can write them all day long. If you cash it you may need to prove your the person that owns the bank account. I would think that would fall into financial security. So tell me why I would have to show my ID?

You have to show ID to open a bank account so you can write that check. Specifically so someone doesn't "write them all day long" on your dime instead of their own.

Kevin, yes, you have to open an account with ID. My point was once you had checks, you can write them without ID. It's when you go to "cash" them that someone asks for your ID. I never said that's an issue because that is a business' choice. Not something that will cost taxpayers money. See explanation below.

Stop the BS! This WILL be a law in the next election. There are fiascos today that shouldn't have happened and does that mean that PA go back and do a revote? How does this get corrected?
There were people walking in with their voter registration cards and were told that this was not suitable ID. Why does the County registrar give them out? What purpose do they serve - years ago you could leave Philly Int'l and go to Bermuda and use it like a passport. ( those days must be done)
This election is being handled in the same method the campaigning went. Anyone else see the similarity?

I see comments about voter machines in PA switching Obama votes. Friends in Iowa that voted early said the machines were switching Romney votes, it took four tries to register the vote properly. Just make sure to pay attention when using electronic voting machines.

http://www.nytimes.com/2007/04/12/washington/12fraud.html?pagewanted=all&_r=0
Here is my issue. We (as a state) give away these ID's for free. It's costing taxpayer money to issue these ID's. For 120 cases in 5 years? This is worth the cost? So an approximate 21 million voters don't have ID (according to Brennan Center). Assume, for ease of numbers, that we divide this by 50 states. Each state now has 420,000 ID's to issue. PA has a $13.50 fee. Now since it would be free to these people, it would cost our state $5.67 MILLION dollars. So all those asking why no ID, that's why. Your guy in the article did get to cast his provisional. Yes, sucks he was part of a fraud, but to cost taxpayers a ton of money to prevent a handful of fraudulent votes does make me uncomfortable.

In Cumberland County NJ my husband and I were told we were not "in the book" at our regular (and assigned and correct) polling place, we were told to vote provisionally (which we refused). 2+ hours, numerous phone calls to.everyone., escorted out by the Sheriff, (all despite the fact that the County Board of Elections agreed that we were registered and "should be in the book". Finally we went to the Board office, they printed the page our names (and my in-laws missing names) were on and came WITH us back to the poll.
It turned out that we WERE "in the book" but "the book" itself was incorrectly printed/assembled - names were NOT in correct alphabetical order. It was noted others were turned away or told to vote provisionally for also not being "in the book", I wonder how "shuffled" the names were. There were a LOT of folk voting provisionally (in our predominantly minority, Democratic district).

Either 1) someone is completely incompetent at one of the most important aspects of their job OR 2) it was intentional on the part of the Board or by the Printer (whose name/location is public information - Royal Printing, NY). Detailed complaints were lodged with everyone and we were able to vote appropriately.

As I said before, I find it amazing in 2012 that we as taxpayers pay to print these ledgers, physically sign and have all this 1950's paperwork. We can file our taxes, which have all our personal/family information, online but can't vote that way????

@Kyle

Tax and financial information has an audit trail, which makes it easy(ier) to secure.
Voting, by law, is secret, which produces significant technical challenges to doing it online. It is an active area of research with no good method proposed that does not wipe out the 'anonymous/secret' element.

I was forced to cast a provisional ballot in Centre County PA. I re-registed my address back in August (as I am a student at Penn State). Last week I finally got my new voter registration card and it was blank. The PA voter registration website didn't have a polling location for me listed..

4 days ago it was updated to a retirement community center about a mile from my apartment. It said beneath my name that this was my district and I could vote there. I showed up to vote, but was not listed on the books.. So the woman running the polling location called her superiors in Bellefonte who said that rather than just adding me to the books as they had done in the past (After they confirmed that yes, I was in the right district and registered to vote there) I would have to cast a provisional ballot. Insane.

I was asked to write down on a piece of paper what party I was voting for before I was allowed to vote. The paper was pre marked "D" for Democrat, and when I brought up that they aren't supposed to mark my paper with that, I was asked if that's how I intended to vote. When I said "no", I was then asked to erase it and fill in how I was voting. So everyone working the sign in take knew who I was voting for before I went into the booth. This was at Wilson Community Center about 7pm..

Definitely corruption within the courthouse or wherever the registrations are done. Whoever has access needs to be investigated on forging signatures and changing people's registrations because my son could not vote since his registration was re-registered in Philadelphia and a half-way house and if he wanted to vote he had to go there. I was told his signature matched what they had and I am the one who registered him so I know its a lie. That's exactly why the Republican's did not win.

I encounter a sign asking for ID, was asked for ID, & I had the machine not record my vote properly on the first 2 touches!!!
What bothered me about the signs & the request for ID was that it was a direct slap in the face of the rule of LAW...important in a stable society like the law or not it keeps us from rioting in the streets!!! I say to any judge that says I did nothing wrong to rethink that position as YOU did willingly, wantingly & knowingly with fore-thought (and possible conspiracy included) violate the law!!! That would be how the warrent would read if someone did any other violation of the law!!!
These efforts at voter supression as it certainly is not about voter fraud...I believe the percentage of voter fraud in US is .0004% THat amounts to about nothing!!!...FAILED...I for one have lived long enough now to know I am a working person...I put one foot in front of the other...Do I not deserve to have the ability to simply live with my measure of prosperity??? I have found over numerous administrations that I prosper more when the Democrates are in office...Not to say they are perfect because self serviing Harlots are simply that...BUT the idea of serve in this country has become the select few (1% maybe) I am relieved to see that the people WANT & KNOW differently!!! Thank you everyone for voting, reporting & THINKING CLEARLY!!!

Funny how the Right Wing (who I thought supports limited gov't??) doesn't mind when citizens are mislead by a gov't official asking for ID when the law doesn't require it. So you RWing'ers would therefore be OK if, for example, a township inspector was able to knock on your door one day and ask to see a permit for your finished basement, swimming pool, deck, fence, shed, etc. That, my friends, is not a sign of small government. Whether you willingly show your ID or not isn't the issue that us majority is, in your words, "crying about". It's if government officials are overstepping the law. Its not a good precedent to be set, whether in the Lehigh Valley, Pennsylvania, or the US as a whole. And if you think that is OK, then you may want to rethink your party affiliation.
